LG TV's offer IP control, but there is no POWER ON or any way to wake the TV up. So the IP control is not complete in the sense that you would have ot use IR to turn the TV on. I believe there is some Sharp models that offer IP control through iRule. As far as specific models, I can't really comment. Maybe take a look at this thread. They certainly can be controlled through IP. I'm currently controlling my 55LM8600 with IP control via my Redeye unit. However, as mentioned earlier, they don't support Power On via IP, so for that aspect, I have to use an IP-to-IR device (Redeye, GC, etc), or HDMI-CEC power on via my receiver. If neither of those solutions work for you, you'd have to use a physical remote to turn the TV on, which from my understanding in another thread, is why the iRule team decided not to program support for it in.
Why LG decided to go that route is beyond me, particularly since it's running a Linux kernel and I'd suspect the ethernet hardware could have easily had it's driver compiled with Wake-on-Lan support enabled. The control mechanism itself isn't actually all that complex, since it uses HTTP GET and POST methods for communicating between clients and the TV.
The current reason you can't control it directly from iRule is that you can't modify the User-Agent string in iRule, while LG has mandated the use of a very specific non-standard User-Agent string per their control API. Most of what you said is true, although the last paragraph is a little off. Overriding the header of an HTTP GET or POST can be done (only internally at this point), but that isn't what LG TV's require. They use a session token which isn't exactly the same, it's used to identify currently connected controllers I assume. Unfortunately, that makes things more difficult:(.
